The Deck Builder becomes available after you unlock some Mods. The precise unlock count is not specified.
How reward pods use your deck
Reward pods draw Mods from your selected deck rather than your entire unlocked collection. Unlocking more Mods therefore does not force every new option into the pool you use for a run.
Think of the deck as your reward pool, not a guarantee that any particular pod will offer a specific Mod. The rules do not promise a fixed draw order.
When can you change it?
Swap the deck between expeditions to try a different set of rewards. This gives you control over the available pool before the next run.
Courtesy Turret and missing rewards
The October Demo fixes addressed a small number of Mods, including Courtesy Turret, that were missing from reward pods.
That reward-pool fix is separate from blueprint collection. It does not establish that every blueprint or turret unlock issue has been fixed.
